Permits composting operations in agricultural districts as an allowed use, provided a special use permit is obtained for operations using materials sourced from off-site locations.

Restricts composting on lands with soil classified as overall productivity rating class A or B to on-site uses only, limited to the lesser of one acre or twenty percent of the parcel acreage.

Defines "composting" to include biological decomposition of organic solid wastes such as green waste, food scraps, animal manures, and non-treated wood materials to produce mulch or soil amendments.

Allows processing of organic and non-treated wood waste materials for generation of wood chips and other materials usable as soil amendments, planting mixes, and mulches for horticultural and agricultural applications.

Takes effect January 20, 2050, with amendments to section 205-4.5(a) preserved when that section is reenacted on June 30, 2019.
