Establishes a new petition process allowing candidates to request a recount if they lose by less than 500 votes or one-quarter of one percent of all votes cast, whichever is less.

Recount petitions must be filed with the appropriate elections officer no later than 4:30 p.m. on the second day after the election.

County clerks must conduct recounts and report results to the chief election officer, who must certify and release final results no later than the sixth day after the election.

Candidates who request a recount are barred from filing a subsequent complaint challenging the election results in court.

Modifies election contest procedures to limit complaints to provable fraud, unlawful activity, and force majeure, requiring complainants to explain how these issues could affect candidate success.
