Establishes a grant program for qualified feed developers with maximum grants of $200,000 per developer per year, reimbursing up to 50% of verified cost of goods sold for locally-produced feed.

Appropriates funds to reimburse qualified producers of milk, pork, eggs, poultry, beef, sheep, lamb, goats, and seafood for their feed costs.

Requires the department of agriculture to conduct a survey identifying, assessing, and validating locally sourced feed ingredients available for feed development.

Appropriates funds to the department of education for implementation and operation of the Future Farmers of America program to support youth agriculture careers.

Permits grant funds to carry forward beyond fiscal year-end, with any unencumbered balance lapsing on June 30, 2017; takes effect July 1, 2030.
