Establishes the Hawaii One Plan, a computer-based soil and water conservation plan application system for farmers and agricultural professionals to reduce processing times from 2-4 years to an estimated 15 hours of staff time.

Creates the Hawaii One Plan Steering Committee within the Department of Agriculture, with required members including representatives from the Hawaii Association of Conservation Districts, state chief information officer, and board of agriculture chair, plus invited members from farm organizations and USDA Natural Resources Conservation Service.

Designates all information provided by users of the Hawaii One Plan as confidential trade secrets and proprietary information, exempt from disclosure under chapter 92F of the Hawaii Revised Statutes.

Appropriates $1 (or such amount as necessary) from general revenues for fiscal year 2015-2016 to implement and operate the Hawaii One Plan.

Requires the steering committee to submit progress reports to the legislature by 20 days prior to the 2016 and 2017 regular legislative sessions; bill takes effect July 1, 2050.
