Amends section 11-421 to add fees collected pursuant to campaign finance violations as a source of revenue for the Hawaii election campaign fund.

Appropriates unspecified sums from general revenues for the campaign spending commission's operating expenses for fiscal years 2015-2016 and 2016-2017.
