Removes "grandparents" from the general visitation provision in section 571-46(a)(7) and creates a separate statutory framework for grandparent visitation rights under section 571-46.3

Establishes three prerequisites for courts to award grandparent visitation: Hawaii must be the child's home state, visitation must be in the child's best interest, and denial of visitation would cause significant harm to the child

Creates a rebuttable presumption that a parent's decision regarding grandparent visitation is in the child's best interest, which can be overcome by preponderance of evidence showing denial would cause significant harm

Requires grandparents to follow the same court orders and standards as parents, including restrictions on misusing visitation when family violence has been found
