Expands the definition of "administrative action" under Hawaii Revised Statutes § 97-1 to include three categories: rule and regulation proposals by administrative agencies, granting or denying applications for business or development-related permits/licenses/approvals required by state law, and procurement of goods and services under the Hawaii public procurement code.

Clarifies that "administrative agency" includes the executive branch of state government.

Amends § 97-2(e) to update terminology and clarify that attorneys and persons with special expertise must register as lobbyists if they meet the definition of "lobbyist" in § 97-1.

Takes effect July 1, 2015.
