Defines "redistribution" as unpacking, segregating, and repacking consolidated fireworks shipments for transport to storage, wholesale, or retail sites, with activities to be temporary or short-duration.

Clarifies that display fireworks labels must measure at least nine square inches (previously stated as "by nine inches"), with smaller sizes permitted only when necessary based on product dimensions.

Establishes four exceptions to fireworks prohibitions: use by government and private agencies for emergencies/duties, blank cartridges for theater/sports, fireworks used in film/movie productions with valid county permit, and testing/disposal of illegal fireworks by authorities.
