Establishes a rebuttable presumption that firefighters who develop cancer, blood-borne infectious diseases, or methicillin-resistant staphylococcus aureus skin infections contracted these conditions in the course of employment.

Presumption can only be rebutted by substantial evidence to the contrary.

Provides affected firefighters with 100 percent average weekly wages, disability indemnity, and death benefits through workers' compensation.

Requires employers to pay for medical specialist consultations if the firefighter cannot obtain an appointment within one month of a referral, even if the specialist does not accept workers' compensation insurance.

Effective date: July 1, 2030.
