Exempts contracts for extraction and capture of methane from municipal waste streams from the state procurement code requirements when the methane is converted into natural gas by a gas utility.

Allows counties to monetize methane from landfills and wastewater treatment facilities by selling captured biogas to gas utilities without competitive bidding processes.

Requires any such agreements between counties and gas utilities to be subject to public utilities commission review and approval for financial transparency.

Intended to accelerate renewable energy development by streamlining the procurement process for biogas projects that help Hawaii achieve renewable energy goals and reduce oil dependence.

Takes effect on July 1, 2030.
