Requires the Department of Health to establish the Hawaii Battery Storage Recycling Task Force to develop recommendations for a workable battery storage device recycling program in Hawaii.

Task force composition includes 10 members: the director of health (chairperson), program manager from solid and hazardous waste branch, representatives from state energy office, Distributed Energy Resources Council of Hawaii, Hawaii Solar Energy Association, Hawaiian Electric Company, battery/smart grid distributors, large battery retailers, local recycling industry, and one at-large member.

Chairperson may reduce task force size while maintaining representation from various sectors, and members serve without compensation.

Task force must submit an interim report to the legislature no later than 20 days before the 2017 regular session convenes and a final report no later than 20 days before the 2018 regular session convenes.

Task force terminates on July 1, 2018, and the act takes effect on July 1, 2016.
