Authorizes Family Court to issue orders requiring wireless telecommunications service providers to transfer billing authority and phone numbers from shared plans to domestic abuse victims.

Allows courts to alternatively order wireless providers to release domestic abuse victims from shared plans and assign substitute telephone numbers.

Court orders must be separate directives to the wireless service provider listing the account holder's name, the recipient's name, and each phone number to be transferred.

Defines "domestic abuse" by reference to Hawaii Revised Statutes section 586-1 and "wireless telecommunications service" by reference to federal regulations governing commercial mobile radio service.

Takes effect January 7, 2059.
