S.B. 841 Summary

• Establishes an interagency working group between the Department of Education and Department of Health to develop a comprehensive school-based health program.

• Working group shall address school health infrastructure, public health nurse partnerships, medication administration training, epinephrine auto-injector authorization, diabetes care provision, expansion of health care workers in schools, federal funding maximization, personnel transfer issues, and cost estimates.

• Working group membership includes the superintendents of education and health (co-chairs), directors of human services, UH Manoa School of Nursing dean, legislative committee chairs, healthcare industry representatives, and a parent representative selected by the governor.

• Requires an interim report by twenty days before the 2016 legislative session and a final report by twenty days before the 2017 legislative session with findings, recommendations, and proposed legislation.

• Appropriates general revenues for fiscal year 2015-2016 to fund the working group, which shall cease to exist on December 31, 2016.
