Prohibits personnel in dental health facilities and health care facilities from using latex gloves for patient care when the patient is unconscious or unable to communicate, with exceptions for conscious patients who affirmatively state they are not allergic to latex.

Prohibits personnel providing ambulance services or emergency medical services from using latex gloves.

Prohibits personnel in food establishments from using latex gloves.

Effective upon approval for general provisions; sections establishing the prohibitions take effect on January 1, 2017.

Addresses public health concerns regarding latex allergies, which affect approximately 3 million people in the United States, with higher incidence rates among children with spina bifida (68%) and health care workers (17%).
