Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Office of Youth Services to provide funding for afterschool programs in public middle schools.

Authorizes the Office of Youth Services to enter into contracts with schools, individuals, organizations, or other entities to establish, support, or enhance afterschool programs.

Requires the Office to establish criteria for program funding, monitor programs, conduct site evaluations, ensure contractual compliance, and report annually to the legislature on program implementation and funding use.

Creates the R.E.A.C.H. program special fund to be supported by participation fees or charges assessed to students, legislative appropriations, interest earnings, and other sources to supplement program administration and operations.

Authorizes the Office to use special fund revenues to hire personnel, promote activities, conduct education projects, contract for services, and fund associated expenses for afterschool programs; effective July 1, 2030.
