Requests the Department of Taxation to conduct a study on whether a state luxury tax would help address affordable housing shortages, homelessness, and public education funding

Directs the Department of the Attorney General, Department of Budget and Finance, and Council on Revenues to assist by providing necessary information and data for the study

Requires the Department of Taxation to submit a report including findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session

Establishes that luxury taxes would function as a progressive tax tool to redistribute income from wealthy consumers toward funding social services and reduce income inequality
