Requests Department of Human Services to consider creating a homelessness fund to collect money for homeless facilities and programs under Hawaii Revised Statutes chapter 346, part XVII.

Requests Department of Taxation to consider increasing the conveyance tax to assist with human services and determine amounts to allocate for homeless facilities and programs.

Directs counties of Honolulu, Hawaii, Maui, and Kauai to establish three-year community shelter commissions composed of state, federal, county, clergy, real estate, social services, and business representatives with exclusive authority to select public property for homeless facilities for five years.

Requests Department of Health to establish a nine-member Civil Rights Board with authority to request law enforcement to initiate emergency examinations and hospitalizations, and to order relocation or custody actions if individuals pose danger to public health or safety.

Requests Department of Labor and Industrial Relations to establish a statewide pilot Public Service Employment Program providing job assistance to homeless individuals and to provide subsidies and loans to employers participating in training and hiring programs for unemployed persons.
