Request the Legislative Reference Bureau to survey and evaluate artist relocation programs operated by state governments and assess potential for creating such a program in Hawaii.

Direct the Legislative Reference Bureau to consult with the State Foundation on Culture and the Arts and the Creative Industries Division of the Department of Business, Economic Development, and Tourism during the study.

Require submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Reference the Paducah, Kentucky artist relocation program started in 2000 as a national model that uses arts for economic development through offering affordable properties and public-private partnerships.
