All state and county agencies are requested to adopt procedures requiring contractors to provide receipts from licensed waste management facilities showing proper receipt and lawful disposal of liquid or solid waste before payment is made.

Receipts for inert fill material disposal must show the material was disposed of at a recycling facility, a facility that repurposes material for construction, or a farm lot or construction site with appropriate permits and conservation plans.

Licensed facilities must provide receipts by weight, while other facilities such as farms or construction sites must document the number of truck loads accepted, type of material received, site address, authorized agent name, and relevant permit or plan numbers.

The resolution was prompted by a 2015 case where contractors hired by state and county agencies illegally dumped waste in Wahiawa, resulting in fines of nearly $40,000.

Certified copies of the resolution are to be transmitted to the Governor, state and county procurement officers, all county mayors, and relevant environmental and public works departments.
