Applies to Congress under Article V of the U.S. Constitution to call a convention of the states for proposing constitutional amendments.

Convention limited to amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and Congress members.

Application constitutes a continuing request until legislatures of at least two-thirds of the states submit applications on the same subject.

Directs transmission of certified resolution copies to Congress leadership, Hawaii legislature members, and presiding officers of all 49 other states legislatures.

Cites concerns about national debt, unfunded federal mandates, and alleged constitutional overreach by the federal government as justification for state action.
