Requests the State Auditor to conduct a feasibility study on creating a structural license board modeled after the Board of Electricians and Plumbers.

Study should examine four contractor license classifications: C-38 post tensioning, C-41 reinforcing steel, C-48 structural steel, and C-56 welding, which would be transferred to the new structural board.

Auditor must consult with stakeholders including Hawaii Iron Workers Union Local 625, Contractors License Board, Structural Engineers Association of Hawaii, and relevant companies.

Report must include feasibility determination, suggested amendments to licensing practices, fee recommendations, stakeholder testimony, cost estimates, and proposed legislation.

Auditor must submit draft report to Legislative Reference Bureau by November 1, 2016, and final report to the Legislature no later than twenty days before the 2017 Regular Session convenes.
