Requests the Office of the Auditor, with cooperation from the Insurance Division of the Department of Commerce and Consumer Affairs, to conduct a study on whether insurance appraisers and insurance umpires need further regulation in Hawaii.

Directs the study to examine deficiencies in current statutory framework that may cause consumer confusion about which persons are authorized to provide insurance appraiser and insurance umpire services.

Requires research on how other states regulate insurance appraisers and insurance umpires and an assessment of whether regulation is warranted in Hawaii.

Mandates the Office of the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session begins.
