Department of Transportation must collaborate with county police departments to create a driver education program and public awareness campaign about vehicular lollygagging and Hawaii's keep-right driving law (HRS 291C-41(b)).

Law enforcement is requested to enforce the keep-right driving law by issuing warnings or citations to drivers traveling slower than normal traffic speed in the left lane.

Department of Transportation must submit a report to the Legislature no later than twenty days before the 2017 Regular Session with proposed activities, plans, recommendations, and any proposed legislation regarding vehicular lollygagging.

Department of Transportation is requested to install additional roadside signage displaying "Slower Traffic Keep Right" or similar language on roadways with high incidents of slow-moving vehicles in the left lane.

Certified copies of the resolution must be transmitted to the Director of Transportation and police chiefs of Honolulu, Hawaii, Kauai, and Maui counties.
