Requests the City and County of Honolulu to establish a Business Mitigation Relief Program to assist businesses negatively impacted by Honolulu rail transit project construction.

Acknowledges that businesses along the rail project alignment have experienced significant revenue reductions, with many failing or at imminent risk of failure due to construction activities.

Notes that while the Honolulu Authority for Rapid Transportation provides federally and state-mandated relocation and advisory assistance to impacted businesses, this assistance may be inadequate.

Directs transmission of certified copies of the resolution to the Mayor of the City and County of Honolulu and the Chairperson of the Honolulu City Council.
