Establishes a Bona Fide Agricultural Producer Task Force to create a definition for the term "bona fide agricultural producer" for use across state government programs and policies.

Task force membership includes five representatives of farmers and ranchers (at least one from each county) and one designee each from the President of the Senate, Speaker of the House, House Committee on Agriculture Chair, Senate Committee on Water, Land, and Agriculture Chair, Board of Agriculture Chairperson, Board of Land and Natural Resources Chairperson, Hawaiian Homes Commission Chairperson, and Director of Taxation.

Authorizes the task force to create either a single definition applicable across state government or multiple definitions for different applications.

Task force shall elect its own chairperson and submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Requires certified copies of the resolution be transmitted to all relevant legislative leadership, board chairpersons, and the Director of Taxation.
