S.C.R. 132 Summary

• Requests state departments and Hawaii counties to affirm the principles of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, which the U.S. has not ratified.

• Directs state and county entities to integrate gender equity and human rights principles into governmental operations, including budgetary considerations, and examine policies and practices to ensure they are nondiscriminatory and gender-appropriate.

• Urges the Department of Human Resources Development and counties to conduct gender analyses by collecting disaggregated data, identifying strategies to eliminate discrimination, and creating action plans with monitoring mechanisms.

• Requests collaboration with the Hawaii State Commission on the Status of Women to develop gender analysis guidelines that examine race, disability, immigration status, sexual orientation, and other demographic characteristics linked to gender.

• Requires certified copies be sent to the Governor, county Mayors, county council chairs, state and county commissions on the status of women, and the Director of Human Resources Development.
