Encourages the Governor to issue a memorandum to Congress, the U.S. Trade Representative, the Department of State, and TPP members designating Hawaii as the headquarters for APEC and the Trans-Pacific Partnership trade agreements in the Asia Pacific region.

Requests Congress adopt a resolution supporting Hawaii as TPP headquarters and introduce new legislation to the Fast Track Trade Promotion Authority bill to establish Hawaii as the TPP base with the TPP Secretary General located in Honolulu.

Cites Hawaii's advantages as headquarters including prior hosting of the 2011 APEC Summit, past TPP negotiation meetings in Kona and Maui, proximity to U.S. Pacific Command, and enhanced security provided by the Department of Defense.

References the Bogor Doctrine established in 1994 to promote free trade in the Asia Pacific region and notes the TPP was signed on February 4, 2016, with Congress having 90 days to approve it.

Directs certified copies of the resolution be transmitted to the President, Secretary of State, Secretary of Defense, Hawaii's Congressional Delegation, and various state and international officials and organizations.
