Allow each Public Utilities Commission commissioner to appoint, employ, and dismiss up to three professional staff and advisors, including one attorney per commissioner.

Require the PUC Chairperson to obtain concurrence from at least one other commissioner before appointing, employing, or dismissing an executive officer.

Extend employment of a commissioner's staff upon that commissioner's term expiration, subject to approval by the new commissioner or approval from at least two commissioners.

Direct the PUC commissioners to submit a report to the Legislature no later than twenty days before the 2017 Regular Session convening on how independence and effectiveness were enhanced by this measure.
