Urges state and county agencies to collaborate on allowing multi-designation special license plates for persons qualifying for more than one special plate designation.

Directs the Director of Transportation, Executive Director of the Disability and Communication Access Board, Director of the Hawaii Emergency Management Agency, and county finance directors to work together on this initiative.

Notes that 45 other states have either special veteran license plates for disabled veterans or allow combining veteran and disability designations.

Identifies current limitation where disabled veterans must choose between military recognition and disability parking privileges, as special plates are restricted to one designation.

Addresses the issue that removable disability windshield placards are limited to one per person, preventing their use across multiple islands for inter-island travel.
