Requests the Legislative Reference Bureau to conduct a comprehensive review of the Department of Health's Child and Adolescent Mental Health Division, including its reorganization plan, goals, objectives, and rationale.

Directs the review to examine the Division's operations and effectiveness prior to reorganization, baseline data on performance, reasons for reorganization, and alignment with current best practices.

Requires analysis of the Division's performance benchmarks, monitoring protocols, projected client population growth over five years, and collaboration efforts with other state agencies including the Department of Human Services, Department of Education, and Judiciary.

Mandates detailed examination of the information technology component of the reorganization, including development costs, federal matching funds, vendor maintenance protocols, and contract specification compliance.

Requires submission of all requested information by August 1, 2016, with a final report to be submitted to the Legislature at least 20 days before the Regular Session of 2017.
