Requests the Department of Business, Economic Development, and Tourism and Hawaii State Energy Office to conduct a feasibility study on eliminating imported fuels for ground transportation by 2045 with incremental targets to measure progress.

Study must include examination of possible grants, programs, policy plans, tax credits, and tax exemptions for renewable energy-fueled ground transportation projects.

Requires findings and recommendations to be reported to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Directs the departments to propose an alternative target year if 2045 is determined infeasible for eliminating imported fuel for ground transportation.

Requests the Governor utilize the study's report in future programs and budgetary planning.
