References the HI Growth Initiative as a state equity investment program designed to catalyze innovation ecosystems and support entrepreneurial high-growth businesses.

Notes that the High Technology Development Corporation is a state agency established to facilitate development and growth of Hawaii's commercial high technology industry and has intellectual property commercialization programs.

Requires certified copies of the resolution be transmitted to the University of Hawaii Board of Regents, University of Hawaii System President, and leadership of the Hawaii Strategic Development Corporation and High Technology Development Corporation.
