Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering approximately 100 square feet of state submerged lands at Kaneohe, Koolaupoko, Oahu (Tax Map Key (1) 4-5-001: seaward of 018)

Permits the easement for maintenance and repair of an existing pier and use, repair, and maintenance of existing improvements on the property owned by Paul Noto

Converts Paul Noto's monthly revocable permit, held since 1977, into a long-term easement after his 2015 request and Board approval on June 26, 2015

Requires the grantee to pay the State fair market value of the easement as determined by independent appraisal for use of public lands

Fulfills the statutory requirement under Hawaii Revised Statutes section 171-53 for prior legislative authorization by concurrent resolution to lease state submerged lands
