Establishes a working group consisting of the Director of Business, Economic Development, and Tourism and the Directors of Planning from Hawaii, Maui, Kauai counties and the City and County of Honolulu to review Chapter 53 (Urban Renewal Law) of Hawaii Revised Statutes.

Requests the working group to review the application of the Urban Renewal Law and propose amendments to the chapter to ensure consistency with existing laws and current county conditions.

Requires the working group to submit a report to the Legislature no later than twenty days prior to the 2017 Regular Session, including updated definitions, terms, and an organizational framework reflecting changes since the law's 1949 enactment.

Notes that the Urban Renewal Law has been used for multiple projects statewide, including the Maui Redevelopment Agency and Wailuku Redevelopment Area, and that the County of Hawaii is considering establishing a Banyan Drive Redevelopment Agency.
