Request Department of Education to conduct a two-year pilot project implementing block-basis contracts for services to students with disabilities in addition to existing one-to-one contracts.

Convene a working group including parents from rural/urban/Title I schools, representatives from special education councils and disability advocacy organizations, school principals, and an adult with disabilities who attended Hawaii public schools.

Working group to identify services suitable for block-time contracting, select three pilot school sites (one rural, one urban, one Title I), and conduct cost-benefit analysis comparing block contract and employee-based service delivery models.

Department of Education to submit progress report to Legislature by twenty days before Regular Session 2017 and final report with findings and recommendations by twenty days before Regular Session 2018.

Transmit copies to Board of Education Chairperson, Superintendent of Education, and leaders of Special Education Advisory Council, Coalition of Children with Special Needs, Community Children's Council, and State Council on Developmental Disabilities.
