Requests the Department of Education to convene a working group to review after-school programs in Hawaii's public middle and intermediate schools by July 1, 2016.

Working group review must include an inventory of existing programs, current costs and funding sources, student participation data, and recommendations for improving availability and quality of after-school programs.

Superintendent of Education to chair the working group with members including the Director of Human Services, a middle school principal, representatives from 21st Century Community Learning Centers, Honolulu Police Department, After-School All-Stars Hawaii, Kamehameha Schools, and the private sector.

Working group must provide findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Requires recommendations on promoting collaboration between agencies and stakeholders and developing efficient ways to address funding, logistics, and outcomes for structured after-school programs at middle and intermediate schools.
