Requests the Insurance Division of the Department of Commerce and Consumer Affairs to survey the medical professional community regarding accountable care organizations (ACOs) and direct primary care ("concierge medicine") in Hawaii.

Survey must identify the extent of ACO development, the numbers and types of health care providers participating, and the numbers and types of patients being served across private insurance, Medicare, and Medicaid.

Survey must assess the penetration of direct primary care or concierge medicine in Hawaii's healthcare marketplace and its provider and patient participation.

Survey must determine whether ACOs and direct primary care have increased or decreased access to primary care services for Medicare and Medicaid patients in the State.

Insurance Division must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2017.
