Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering approximately 37 square feet of state submerged lands at Waikiki, Honolulu, Oahu (Tax Map Key: (1) 3-6-001: seaward of 042).

Easement permits maintenance and repair of an existing seawall and steps, and use, repair, and maintenance of existing improvements on the property currently owned by Dustin and Lisa Sellers.

Resolves an encroachment on state submerged lands discovered during the 2015 sale of the property by previous owners Christopher and Wana'ao Eldridge.

Requires grantees to pay the State fair market value for the easement as determined by independent appraisal.

Fulfills the statutory requirement under Hawaii Revised Statutes section 171-53 for prior Governor approval and legislative authorization by concurrent resolution to lease state submerged lands.
