Establishes a public land trust revenues negotiating committee to discuss the Office of Hawaiian Affairs' pro rata portion of public land trust monies, which has been set at $15,100,000 annually since Act 178 in 2006.

Committee membership consists of the Senate President or designee, House Speaker or designee, Governor or designee, and Chairperson of the Office of Hawaiian Affairs Board of Trustees or designee.

Requires the committee to submit a status report to the Legislature no later than twenty days before the 2017 Regular Session convening.

Requires the committee to submit a final report with findings, recommendations, and any proposed legislation no later than twenty days before the 2018 Regular Session convening.

References Act 15 (2012), which conveyed approximately $200,000,000 in Kakaako Makai land to the Office of Hawaiian Affairs to settle claims through June 30, 2012, but notes this did not address post-2012 constitutional obligations.
