Commemorates Robert William Kalanihiapo Wilcox (1855-1903), Hawaii's first elected representative to the United States Congress, recognizing his advocacy for Native Hawaiian rights and resistance to Western overthrow of the Kingdom of Hawaii.

Honors Wilcox's military and political opposition to the 1887 Bayonet Constitution and the 1893 overthrow of Queen Liliuokalani, including his role commanding royal artillery and leading the 1895 Royalist counter-revolution.

Acknowledges Wilcox's successful lobbying efforts to secure universal voting rights for men in the 1900 Hawaiian Organic Act and his service in the 57th Congress (1900-1903) fighting for Native Hawaiian representation.

Expresses the legislature's support for Native Hawaiian self-determination and reconciliation efforts stemming from the 1893 overthrow, referencing Congress's 1993 Apology Resolution (Public Law 103-50).

Directs certified copies be sent to the Governor, Office of Hawaiian Affairs leadership, Association of Hawaiian Civic Clubs, and Hawaii's congressional delegation.
