Requests the Office of Planning in consultation with the Office of Environmental Quality Control to study the potential negative impacts of environmental assessment requirements for subdivision of agricultural lands.

Directs the Office of Planning to examine whether environmental assessment requirements may be unnecessarily burdensome for owners or lessees of certain agricultural lands.

Requires the Office of Planning to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017.

Directs transmission of certified copies to the Director of Business, Economic Development, and Tourism; Director of Planning; and Director of Health.
