Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement on state submerged lands at Makaha, Waianae, Oahu (Tax Map Key: (1) 8-4-005: seaward of 002)

Easement covers maintenance, repair, and use of an existing seawall and improvements constructed on the property owned by West Coast Roofing, Inc.

Resolves encroachment of the seawall on state submerged lands, with a total encroaching area of 321 square feet

Requires the grantee to pay the State $7,351 as fair market value consideration for use of public lands

Requires prior approval of the Governor and authorization by concurrent resolution under Hawaii Revised Statutes section 171-53
