Easement permits use, maintenance, improvement, and replacement of an existing floating dock used by Honolulu Community College's Marine Educational Training Center and other educational users including University of Hawaii programs and Polynesian Voyaging Society

Resolves encroachment of the current floating dock on state submerged lands as approved by the Board of Land and Natural Resources on September 25, 2015

Accommodates relocation of University of Hawaii School of Ocean and Earth Science and Technology's small-boat operations from the closing Pier 45 Snug Harbor Facility to Sand Island

Requires compliance with Hawaii Revised Statutes section 171-53, which mandates Governor approval and legislative authorization via concurrent resolution for leasing state submerged lands
