Urges state and county government entities that manage or own land around planned Oahu rail transit stations to include affordable housing, child and family services, and elderly services in development discussions to the greatest extent possible.

Encourages consideration of affordable mixed-income housing, child care facilities, elderly support services, family restrooms, and intergenerational activities in transit-oriented development planning.

Recommends including cultural, historical, artistic, recreational opportunities, locally-focused retail and commercial space, and education and employment opportunities in rail station area development.

Calls for incorporating landscaping, environmental design, and safe public spaces that promote positive social interaction and healthy, sustainable living in transit station communities.

Directs certified copies be transmitted to the Governor, state departments (Business/Economic Development, Human Services, Public Safety, Education, etc.), Hawaiian Homes Commission, University of Hawaii, and City and County of Honolulu officials including the Honolulu Authority for Rapid Transportation.
