Requests the University of Hawaii to develop a plan promoting cooperation between its campuses to increase online courses and degree programs.

Directs the University to examine the current status of online programs and identify any faculty resistance to online education.

Requires the University to submit a report of findings and plan to the Legislature no later than twenty days before the 2017 Regular Session convenes.
