Requests the Auditor to conduct a sunrise analysis of brain injury insurance coverage as outlined in S.B. No. 924, S.D. 1 from the 2015 Regular Session.

Requires the analysis to assess social and financial effects of mandated brain injury insurance coverage under Hawaii Revised Statutes section 23-51.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session convenes.

Addresses that traumatic brain injury survivors may face long rehabilitation processes not covered by certain health benefit plans.

Requires a certified copy of the concurrent resolution be transmitted to the Auditor.
