Department of Transportation must ensure all armed security personnel at Hawaii airports, including private security guards, present proof of proper education, experience, training, and credentials as determined by the sheriff division.

Director of Transportation must provide written advance notice to the President of the Senate, Speaker of the House, and Attorney General before conferring police powers on Department employees, agents, or representatives.

Director of Transportation must submit annual reports to the Legislature by January 10 each year detailing the number of individuals conferred police powers in the prior calendar year, their work locations, and how many continue in that capacity.

Resolution addresses concerns about qualifications of private security guards at state airports who carry firearms and have arrest authority.
