Petitions Congress to call a constitutional convention under Article V when two-thirds of state legislatures apply, limited to proposing a "Free and Fair Elections Amendment" to address campaign finance issues.

Specifically targets concerns raised by the Citizens United v. Federal Election Commission Supreme Court decision, which removed restrictions on independent political spending in elections.

Convention should address three issues: whether money in elections constitutes "speech" under the First Amendment, how "corruption" is defined for protecting the democratic process, and whether independent campaign expenditures corrupt politics.

Specifies convention delegates should be comprised equally of individuals elected to state and local office or selected by election in each Congressional district, with all current and former federal officeholders prohibited from serving as delegates.

Coordinates with similar applications from Vermont, California, Illinois, and New Jersey, to be considered together until two-thirds of states apply and Congress convenes the convention.
