Encourages the Board of Education to include at least one member representing the special education community on the Committee on Weights, such as a special education teacher or parent of an exceptional child.

Notes that most Hawaii special education students perform below grade level in reading and mathematics, with achievement gaps increasing approximately 10 percent in reading and 27 percent in math between 2004-2005 and 2013-2014 academic years.

Identifies shortages of resources and qualified special education teachers as contributing factors to challenges faced by special education students in Hawaii.

Acknowledges that special education students have diverse capabilities and needs across a wide spectrum.

Requires certified copies of the resolution be transmitted to the Chairperson of the Board of Education and Chairperson of the Committee on Weights.
