Requests the Department of Human Services to convene an early childhood sexual abuse working group to address and reduce child sexual abuse in Hawaii.

Working group membership includes chairs of Senate and House Human Services committees, Directors of Health and Human Services, Superintendent of Education, representatives from the Early Intervention Section, Prevent Child Abuse Hawaii, direct service providers, preschool community, healthcare providers, and other state agencies.

Requires the working group to gather information on child sexual abuse throughout the state, hold public meetings to receive reports and testimony, and create goals for state policy to prevent, detect, identify, and respond to early childhood sexual abuse.

Working group must submit findings and recommendations to the Legislature no later than twenty days before the start of the 2017 Regular Session.
